No less expensive. If you held a good bar and plate IC in your hands, then a feather light OEM unit, then you would undertand the cost implications. But some extruded core units in the aftermarket could also be much better than the OEM units. Extruded core units with rounded corners also enhance ambient cooling air flows compared to square profiles.
Less efficient per unit length of core. So for a longer core application they are fine. For a shorter core application, they are not a good choice. So no simple or easy answers here. And remember that flow resistance and heat transfer efficiency are separate concerns, but highly linked. A straight pipe will have very little pressure drop will also not transfer any heat. And a highly efficient long core heat transfer IC could be very restrictive. So a lot of good judgement or measurement trials are needed.
