But, the numbers you quoted would be unusual for a small displacement NA car (higher torque than horsepower). You might be dealing with a low pressure turbo-ed Civic? If that's the case you may be out of luck because it would be likely that he'd have a pretty broad torque curve and that combined with a high rpm could mean that he's making decent power everywhere. Like audio amplifiers it's the RMS value (area under the curve) and not the peak value that counts...
Low weight is hard to beat. Lower weight is still an advantage for acceleration at higher speeds but does become lesser-so as air resistance becomes more of an issue the faster you go--but the drag coefficient of the Civic is likely a little more slippery than a 9000. So who knows, ask the guy to do a side-by-side rolling acceleration with you.
