I actually read through your original post on that one here a while ago (thanks, really useful post).
In my case I'm seeing the boost run up to just below the yellow/red slotted area on the boost gauge. Not base boost - but not full boost either. So I think you may be on the right line given that is where I think the boost should cut out on cruise. Don't hesitate to correct me if I'm wrong - should it cut out back to 50% (like limp mode) on cruise?
Anyway - I have been told here that on my Aero model - the gauge should be just into the full red before it flattens off - if this is correct, then in total it is reporting about 22% short on boost - which is about right for the missing 75hp I think.
I haven't been doing much about since (and until) we figured out why it was springing a pile of erroneous CEL's for at least the past 4 years (one year with me) - just to make sure we have in fact fixed it. So far so good - but no stunning increase in boost as yet.

I'll check the resistances on the BPC this month and was planning to go over the cruise system from the steering stock out.
Personally - I think that somewhere in the two owner bug hunt for the CEL problem someone may have adjusted something back. Or - crossed something when they installed the TCS cut out switch. Or - not properly calibrated the throttle body (which was replaced by the PO, to no avail).. Or even perhaps all of the above..
Hey - you wouldn't know of a good link for a schematic and test procedure for the 1993 loom anywhere would you?
