Well, it could be a lot of things. Is he burning through brand new ones? If so - how (like are they starting to throw bad resistance between 1-2 2-3 pins)?
Yes, it is possible to damage the APC controller so that it feeds the BPC incorrect voltage instuctions - but then they mostly just short out on first start. As I understand that end of the system, it cooks out a transister on the APC and then grounds the solenoid out till it burns up. Usually very quickly - not over a couple of months normally and they don't usually work right at all even if they do run for a little while.
Flag me through the site below and I'll be glad to post mortum them for you before I put them on the bench for testing. It would be rare that you would break something mechanical inside them so quickly unless you were putting insane pressure through them.
Personally - I would be looking at the loom attaching the APC to the BPC in addition to the APC unit itself.
