hi chris- are you by chance an engineer? :-) it is not always about what works, what is worthwhile, or practical. it is sometimes just about what people want. the light flywheels, the large caliper brakes with holes in the rotors, cloth air filters, low springs and more are trappings of car culture. adding so called 'performance' parts is a form of expression and identification with one's car - it is, for some, an extension of self. sometimes the cars go faster, sometimes they don't. but like so many things having to do with fashion, style, identity and self-expression, what someone Believes works, is worthwhile, or practical...doesn't always intersect with what Actually Does work, is worthwhile, or practical.
