Not quite true. Many years ago there was a NASCAR track in Beltsville MD. It was out in the woods near the USDA Agricultural Center and well away from where it bothered people, ...until housing developments started being built on the south side of Laurel. There was a woman on the county commissioners that was anti-racing and she got the bouard to pass an ordinace that required the race cars to have mufflers, and of course everyone worked at finding the smallest, least restrictive muffler they could fit. But the fact is, when they put mufflers on, they gained power over the wide open pipes.

County ordinances eventually led to the demise of Beltsville Speedway. The year the mufflers became mandatory at Beltsville, Summit Point in WVa was closed down becuase of financial problems. Two of the three parcels of land that the track was on were sold at public auction (to the original paving contractor who eventually acquired the third parcel). Some DC area SCCA and IMSA racers negotiated with Beltsville and Old Dominion in Manassas VA to run a series on the ovals. The weekend before the first race at Beltsville, some idiots in unmuffled Corvettes were running an autocross there and and the county came out with a new edict that the track was only to be used on Friday nights. The four races in the series were run at Manassas. My boss ran his Formula Vee and won the class all four times.

I still doubt that you could hear the noise of the race cars over the lawn mowers running in the housing developments on Sunday afternoon.
