'89 900 Steering Column telescopes back and forth

Hello,
I am in the process of buying a used 1989 Saab 900 turbo. The car is in good shape and the seller recently had quite a bit of work to it. However, upon getting it back from the shop, both the seller and I have noticed that the steering wheel can be pulled out about 1'-2'. It can be pushed in easily enough, but this is annoying for a few reasons; At stop lights or when suddenly accelerating, the wheel will slide out and secondly when it does so, one can see that the contacts for the horn, etc are no longer touching. The seller called the repair shop (a specialty shop for saabs/volvos) where the car was recently serviced and the apparently said that this was 'normal' and is designed to allow access to something or other. I tend not to believe this and neither does my regular mechanic. My guess is that there is a bolt loose/not attached somewhere? I spoke to a Saab dealer and they mentioned the possibility of a 'safety cage' being partially compacted. This doesn't make sense either since the problem is with the wheel pulling OUT not the column being too far in. Has anyone experienced this before or have any information on how this can be fixed and what is involved?
