This may sound obvious, but if the steering wheel is 'locked' and there 
is a lot of opposite force against the lock mechanism, it can be
difficult to move the key from the lock position. Have you tried to turn
the steeing wheel in the opposite position to relieve any p
ressure on the lock mechanism while turning the key from the lock position.

It's sorta like the difficulty of shifting out of park on an automatic
transmission if you've parked on a hill without the parking brake.
