It might be a problem with the Vacuum Acumulator located on passenger side near power steering reservoir. It is a plastic bottle which holds vaccum for the vent controls during low vacuum conditions. If it is leaking then your vents will change positions as engine vacuum changes. I would disconnect the hose and and use a vacuum tester to see if it holds vacuum.
