Actually, it's a low vacuum situation making the center vent close. Your manifold vacuum is higher at idle or trailing throttle than it is at wide open throttle. Having said that, I never found the cause of this problem on my '84, I even swapped over the vacuum bottle from my '83 with no change, causing me to suspect something behind the dash, perhaps the vacuum distributor itself...
