C900 AC drain

I was driving my wife's '94 C900 convertible the other day When making a sharp turn I found I was getting a 'footbath.' So I say to myself: 'self, sh*t! This sounds like a plugged up AC drain hose. (I have had that experience with Lansen, the '94 NG900.)
When I looked in the evaporator air box (bad description perhaps - the opening on the right rear of the hood) I found standing water. The drain was plugged with leaves and other debris and the box drained when I was able to clear it out.
Two questions: (1) was the water I was getting inside from the backed up water in the evaporator box (either condensation or rain) or is there another source? (sounds too simple to just be water sloshing from the box); and (2) what is the smaller drain hose accessible from the right front fender well?
Make that three questions - (3) is there some way of preventing the drain hose from getting plugged with debris or is clearing the drain just a regular maintenance item like checking the oil and tire pressures?
