Only three fasteners hold the knee panel in place.
Assuming no airbag, and no center console, as follows:
1. Remove the little plastic clamshell under the steering column. On my '86 that was a couple of Torx screws and a plastic retaining screw.
2. Remove the ashtray, then remove the 10mm bolt up in the ashtray cavity.
3. Open the hood. Sight down from the lower corner of the windshield, way down in the deep dark recesses (a flashlight might help the first time) between outer front wheel well and the firewall. Locate and remove one 10mm stud on each side.
Wiggle wiggle the panel free. Watch for the wire to the ashtray light.
