high beam switch

I have a small problem with 98 900 2.3i. I recently bought this second hand car, 
and yesterday, when I drove it for the first time by night, I could not switch
permanently to the high beam light. The basic mode is so that the low beam is on
whenever I start the engine (because of the scandinavian rules of driving). I
can only drag the left switch, and then I can fell 2 levels where I get to the
high beam, but whenever I release the manifold, it goes back to its initial
lowest position, and I loose at the same time the high beam mode. What is wrong
with the switch or with me (I don't hanve the manual for the car)! Any
suggestion is very welcome.
