If it's not leaking, I would say don't disturb it at all. You can go to most big boating stores (boatUS) and buy an oil removal kit. This consists of a container, vacuum pump, and tubing. Insert the tube down the oil fill, pump to create vacuum, flip the switch, and all of the oil is sucked right out. No mess, no fuss, and the oil is in a container to take to the recycler. I do this anyway, probably what the PO did...Just a thought.
