Sounds like you need to clean your throttle body. Even a small amount of
deposits there can severely confuse your automatic idle control. Take off
the plumbing just ahead of it, open the throttle and hose down the inside of
the throttle body with good carb cleaner (pref. something with Techron).
Scrub with an old soft bristle toothbrush, esp. around the butterfly. Then,
confirm that your throttle position switch is working correctly - giving
proper electrical output AND not binding or hanging up the throttle valve.
And yes, you'll need to something about the melted hose. That should be
done first, before anything else, and figure out what caused that so it
doesn't recur.
