Heater problem

1993 T16S Convertible

I was sat in heavy traffic and it was bitterly cold outside. I had only just left home so the
engine was still cold. After about 5 minutes the temperature gauge was showing normal , but
I was still in very slow moving traffic. I put the heater on, but all I got was cold air blowing
in. I fiddled around with the dials but I was still getting just cold air blowing in to the
car. Once I had cleared the traffic and was on the motorway the heat started to come through
normally. It appeared that the heater would only blow warm when the car was travelling at greater
than engine tickover. When I came to another traffic jam the heater again started to blow through
cold. Now apart from moving to Australia or Florida where I would not need the heater, does
anyone have any ideas of what it is that is causing this ?
