Spencer,

That is pretty much the way the heat works with a Classic 900 16v
motor. The heater is not in the full-flow path of the coolant, but
rather on a slight bypass. Unless the coolant is flowing at the
higher rates of normal driving, it just doesn't flow through the
heater core.

One other thing to check - if you have installed the 82 degree C
thermostat, that may be opening to it's fullest, which actually
blocks the heater passage in the head. You might try an 89 degree C
thermostat for the winter times.

In the mean time, when warming the motor I find it best to keep the
heater valve fully open. That way, the coolant has the best chance to
flow through the heater gore. You can also rev the motor while
awaiting traffic.
