By the panel I am writing as if you are talking about the knee bolster that runs the entire length of hte dash.
If So... 1 remove the ashtray in there you will find a 10 mm bolt, this must be removed. 2. open the hood and look down the side by the front hinge pillar. you will see a 12mm (i think it may be 10) bolt 1 on each side remove these and the bolster will come off. At least that is howit works on my 85.
