older 9000 turbo problems; Boston mechanic recommendations

Greetings from the Audi crowd,
A coworker who owns an older 9000 turbo is being taken for a ride by his mechanic and having some boost related troubles(which I'm sure are just as much fun as Audi related boost troubles :) He described what sounded like classic overboost fuel cutoff or stumbling under boost(he didn't describe very severe lurching, so I don't think it was fuel cutoff.)
Here's the rundown from what he has told me: -mechanic pointed to 'some sort of valve that controls the turbo airflow or something' under the dashboard; mechanic claimed dashboard had to be removed to access+replace faulty valve; quoted him somewhere between $600 and $1000 to do the job(absurd)
-mechanic took the liberty of disconnecting the APC system by pulling the fuse, unknown why, but I left it that way(besides, removing the glovebox is such a pain in the $#%. What brilliant Saab engineer thought that one up? The same one that wired the sun visors to the door locks+auto shifter interlock? :)
-we just popped the hood and I took a look around for split hoses in the intake/charge side, rotten vacuum hoses,etc..and while looking at what appears to be a wastegate frequency valve(couldn't tell, it was nighttime, eng. compartment light didn't work well)...attached to the front of the engine compartment, 3 hoses, all on the same side of the valve, tie-wrapped together a couple inches down(yikes), and a 2-pin electrical connector on top; part number on the valve is 7517477, and 'Saab' printed on top(white top, brown sides.) I bumped it, and lo and behold, the connector comes off; it was barely on. To boot, there's a piece of paper stuck into the connector haphazardly. Presumably by the mechanic. How professional, eh? Mechanic also pointed to this particular valve and told him it was busted. What's the test procedure? The Audi valve can be measured for resistance to determine if the coil has fried(most common failure.)
I removed the piece of paper, plugged in the valve, and told him that if it acted funny(they're driving up for a ski weekend) to unplug it ASAP. Assuming the APC is unplugged and the valve/wastegate are failsafe like the Audis, the wastegate will stay open and he won't get any boost(or minimal boost; the 200 quattro 20v gets 1.4 bar with the WGFV unplugged, dunno about Saabs.)
The second part to this is he needs a new mechanic. From the description of how his current mechanic is behaving, I think it's high time he found a new one, and he feels the same. He's currently going to some shop in Boston run by 'a husband/wife team.' About the only shops I know of that are actually -in- Boston are The Benz Den(mostly MB, but good for many other marques, incuding Audi) and Auto Bon(mostly Audi.) I have no idea how much Saab business these places do.
We're going to get together Sunday afternoon to poke around some, see what we can find, and I'm going to make a concerted effort searching through the archives and stuff, but since I have so little info, archives won't be very helpful. I'm mostly looking for a good step-by-step troubleshooting guide.
Last question: I've encouraged him to pick up a factory manual. The Audi one is done by Bently and is obtainable from dealers, parts places, and amazon.com. What can he expect to pay for them, and where are they best sourced from(I'm guessing not from dealers :)
