Early 900s without airbags had a ring on the column and an awfull gadget on the steering wheel (a plastic tube with with two brass ends connected internally with a spring). From memory the ends of the tube where kind of locked to hold the grass contacts from coming out of the tube.
You press the horn, you touch the top contact (the bottom contact is always against the ring on the steering column) and you make a circuit. It sounds like the tube has fallen apart or you may have lost a spring from the horn button(s).
I would guess that on an 88 with the horn buttons on the arms of the steering wheel you'll still have the damn plastic tube gadget. My guess is it is falling apart.
If your car has an AIR BAG take it to a dealer, else removing the steering wheel is easy (make sure when you start the job your wheels are pointing straight ahead) and be prepared to get a new tube thingie.
