My Dodge truck is a US model and does not have DRLs. I wanted them. I purchased an adapter from the local auto parts store. It uses a Pulse Width Modulator (PWM) to reduce the effective voltage on the bulbs. It does this by turning the bulbs on and off rapidly. Faster than the eye can detect. The adapter works well.
BTW, PWM is how a variable speed cordless drill works. That why you hear the whining shound at low speed.
