Surging/Stalling on startup

Hi,
Well I'm finally sick of having problems every morning starting my car.
The problem is that when I start my car it surges and stalls for a few
minutes. It will rev up to 2,500 rpm then drop down to 200 rpm or sometimes
stall. So if I sit in the car and rev the engine up to 2,500 rpm my self
for a few minutes, or I rev the car up and take off driving for 30 seconds
it will start to run normal. The problem seems to be getting worse because
when I first bought the car it would just surge when I started it, but now
it stalls when I start it. But with summer almost over and thinking of
winter in Vermont coming in 2 months I would like to be able to start and
warm up my car without having to stay in it for 3 or 4 minutes. I was told
by several people it was the AIC (Automatic Idle Control), but would like to
make shore before I go to the garage and have it replaced, is this a common
problem with the car? Is there any test I can do myself to see if it is the
AIC? Also Were exactly is the AIC located on the engine, I had two friends
look at the engine and they both told me something different, so I figure
they both don't know anything. Thanks in advance for the help
