I've seen many a saab with too much slack (in my opinion) in the throttle
cable behave a little like this. There is a threaded plastic holder where
the cable attaches to the engine that will give you a little adjustment. I
think if you turn the plastic holder with a wrench your condition might
improve. It sounds like you might have another problem though, which could
be being made worse by a throttle cable with too much slack in it. If the
fuel filter has not been replaced in a few years I would replace it just
for the heck of it.
