Brakes

I just joined yesterday so hopefully this is not too soon. If I am doing this incorrectly could you please let me know as this is my first time. Problem: My girlfriend lives in Puerto Rico and has a 1993 9000 CSE. I visited her recently and her brakes were a little better than useless. Very hard petal and it felt like a car without power brakes with glazed pads. When you would hit them real hard you could get the right front to lock up. The car has always had bad brakes and the pads were recently replaced. The car has 60k miles. Her mechanic said it could be the booster or the master brake cylinder. He said the master cylinder was bad and won't know if the booster is bad until it is replaced. So she bought a master cylinder and he installed it. He has had the car all day Friday and all day Monday and keeps' telling her it is a real complicated job. At first he told her about 4 hours of labor. Now he keeps telling her how complicated it is. I guess he had to disconnect the ABS. Does anybody know how long this job would normally take with a competent mechanic? I can't believe it is a 2 day job. Also if you have any recommendations as to what else might be the problem as the mechanic isn't convinced this will fix her problem.
