The new 2.8T is certainly capable of more than the 250HP advertised. The HP output is probably kept the same or lower than the 9-5 for Marketing reasons. The torque range is larger than the 2.0T or 2.3T and it does allow Saab to offer a V6 equipped 9-3SS.
Look for more HP in future variants of the 9-3SS (perhaps even with all-wheel drive) and if utilized in the 9-5. Saab has always started new engines in a conservative mode, with the evolution taking time but eventually resulting in high HP/performance versions of the engines.
