Other reasons for drl's are that there are some tunnels and some stretches of desert highways with signage telling people to turn their lights on even on clear sunny days and a great many people ignore the signs. I know a tunnel in Washigton D.C. near the Forrestal building with such a sign. Just driving through the tunnel you might ask "why lights?", but there is an on ramp at the end of the tunnel which is in daylight and people can't see you coming unless your lights are on. In the desert cars disappear within the mirrage effect and other cars think it's safe to pass. We get a lot of high speed head ons because of it. Most people obey signs of course so yes drl's are for the others.
