Sometimes it is not enough. I did that once and the car still pulled so I then swapped them left to right and then the car pulled to the other side. That's what I got for trying cheap chinese tires. It was the tires. They were brand new too. I returned them and then ended up with Toyos which, although I disliked, at least tracked straight and lasted a long time.
I still argue that it's usually the alignment. If one side is towed out in the front, it will tend to follow that direction when you let go of the wheel. I'm not going to argue this strongly however. ;)
