Service work items often use computer codes to describe the work. Maybe the mechanic used the wrong code, maybe their hand writing was sloppy and someone else read it incorrectly when creating the invoice.
Asking for an estimate may or may not have helped but is always a good idea. The initial estimate seems to usually be 45 minutes of diagnostic time, or ~$75. Usually the customer will then be called back to the Service Desk to authorize the actual repair after the diagnostics are complete. Assuming the estimate was for an additional $75 - $100 after the diagnostics step was completed, someone should have noticed the additional $300 cost.
Unless they actually spent ~4 hours doing a lot of other items which did not require new parts, the labor cost is way too high.
