In Califonia Saab makes you actually register the car, put license plates on it, so you're not buying a "new" car but in fact a used one. Dunno' about other states.
A demonstrator is an example of a car that's still techinically new, not used, unregistered, but the warranty clock has been started. In a sense it's had an owner, someone who drove and was responsible for it, but it's still technically new.
A car that's punched and plated, to take advantage of an incentive program, could have virtually zero miles and never have had an owner. The car is technically registered as a used car when someone purchases it evem though the car has never had an owner other than the dealer it was plated to. And again the warranty clock started when it was punched or registered.
Your state may have slightly different laws and interpetations.
