A 2001 I believe. Like the wheels, I have the same on my 2000, it is red however. Anyway, stock on premium fuel, the boost gauge should go to the edge of the red, maybe slightly into it. So yours is not up to snuff.
The fuel does make a difference, an Aero needs premium to perform at its best. The ECU will adjust for the differences in octane, very quickly when the octane goes down, like one full throttle run. More slowly going up. You can supposedly adjust a manual with 4 consecutive runs from 2000 to 4500 RPM in 4th gear. With an auto, it should adjust itself in 2 to 3 days. Hard driving will speed it up.
If a couple tanks of premium fuel doesn't get the boost up to the red, try Techron additive to clean out deposits in the injectors and cylinders, you might also want to check out the air filter, a particularly dirty filter could cause a lack of boost too. If that doesn't work, it is time to get the car in to be checked out. Note also that in many northern areas, winter fuel isn't as good as summer fuel, and California 91 octane premium sucks at any time of the year.
