I have an '02 Aero wagon 5 sp. Pure around town driving I probably get less than 20, pure highway I get around 30. In the winter I average about 23 with mixed driving, during the summer about 24. I am a gentle driver most of the time. We have 10% ethanol in our gas and I have seen a 10% drop in my gas mileage. (Every once in awhile I get a tank of "real" gas and my mileage goes up 10%, that's how I know). There have been other posts regarding the broad range of gas mileage, you might want to try a search for more input on the subject.
