No the "new and improved design" that the dealer installed for free on a one time basis in the NG900/9000 is what is installed from factory in the 97 NG900 V6 and all 9-5 V6.
That's why the 97 NG900 V6 have 65K miles before the first replacement of the timing belt and the 9-5 have a 60K interval.
My suspicion is that the reason why Saab do the belt for free at 60K is because they wanted to check up on the design of the new tensioner pulleys and since everything is fine and dandy at 60K they slap a new belt on there and send the customer away with a potential ticking bomb.
They did another redesign in mid 2002 and changed the "angle of attack" of the middle idler pulley, but I don't know the story why that change was done.
I suspect though it might have been done to take up some slack of the belt when it take the dive down over that middle pulley. When looking at that pulley with cover off, you see how it sometimes stands still when the belt is rapping over it. This is because of the different tensions that cam shafts apply to the belt when running.
