Sounds like you have a mechanic with a boat payment. Transmission flush, battery because of age, drive belt, muffler leak, are all generic boat payment makin' kinda' things. Nothing in that list indicates any "problem", just over-zealous maintenance. Some mechanics aren't happy with fixing problems and doing scheduled services, but instead recommend numerous preventive maintenance procedures to help with the boat... Judging a leak on an older car can be tricky as 6 year old 80k cars are allowed to weep a little. No loss of fluid, no drips in the drive then wait and see, could be a leak, coulda' been just a spill.
And $13.5k for an 80,000 mile 2000 Aero is just a so-so buy, particularly from a private party. Probably about $4k more than a trade in value. KBB.com "private party" is only $12,400, trade in at "good" is only $9,700. At that price it should be very, very nice, decent tires, brakes, cosmetics in and out, and maybe a fresh 90k major service.
