I don't live in the NYC area but do understand the traffic situation there as with DC where I have spent some time on their roads. Much time staring at brake lights! I am curious as to how you are getting your mpg readings?
The biggest factor against your city driving is the sitting in traffic and not moving while your turbo engine is sucking gas. The more time you spend not moving the lower your mpg will be of course. This along with not reseting your SID by hitting the "clear" button prior to tracking mpg will just keep on averaging your overall mileage since you last reset it.
Try this for a good test to see if your car is OK. Get out of the city so you can take at least a 25mile drive at ~60mph. While you are driving at that speed, go ahead and hit the "clear" button and track your mpg. You should get around 30+mpg with AC on and up to 34mpg with it off. To acurately calculate each scenario, you need to reset the SID and drive for a while.
For the flip side, when you know you will be stuck in traffic for a while, reset the SID and see the difference in mpg. This could be the real eye opener. You may also try the old fashioned method of calculating mpg by filling up on gas, noting the mileage and then when you refill calculate the mpg based upon the gallons vs. total mileage from the fillup. If you reset the SID when you do the test fillup, you can then compare it to the old way and see if the SID is actually computing properly!
