It seems to me that the seller could have ducked his insurance company--which may not cover flood damage anyway--and paid a detailer to do a thorough job on the car.
I'd do the insurance check, and a CARFAX. But I would also pay a dealer or body shop to take a very close look. Call a couple to see what they suggest.
I would think that a thorough look would include pulling most of the interior panels (doors, trunk, trim, lifting carpets, etc) to look for signs of water having been there. For example, there could be "high water" marks under seat bottoms, inside the doors behind the plastic or foam panels that are behind the outer door panel.
Make sure everything electrical works--all at once, too.
Or, just be paranoid and look elsewhere. Do some online searching and don't hesitate to buy out of state if you can get a CPO car.
