Wheel balance is generally dependent on the tire guy knowing how to set the machine. Even the fabled Hunter 9700 machine (availble to your dealer in the GM Dealer's Tool catalog) requires that the machine be set correctly, although it makes it pretty foolproof in that the "settings" are accomplished by touching the rim where the weights go and then pushing a button. The first step is to make certain the balance is in fact correct.
Then there's the issue of road waviness. All roads have waviness built into them, but some roads have a characteristic waviness that will excite suspension vibration at a specific speed. I 75 just south of Tampa does this to my 9-5. Make sure it's not the road.
