Back to the drawing board.
As ho says, can you get the car started by jumping straight over from +30 to 87? I know you only have a few minutes to test before problem goes away so you need to act fast and maybe have two loose ends rigged upp to touch together right away when no start occurs.
You could even rig the wires with a switch between (someone else had done that I remember) and just flip the switch to hear the starter kick over and then turn it off and try with the key again and so forth back and forth. That would really confirm that the +30 circuit from battery to relay is good and the 87 circuit to starter is good too and we still have an issue with gearselector power feed or TWICE ground feed.
Hook up a lamp at pin 87, if no power is present there, it's no way that power will be present at starter pin either. So that would also confirm the "downstream" wire being ok.
Another thing we haven't talked about is the problematics with using test bulbs, but you did get some feeling for it how a bulb can be strong enough to "pull" the relay all by itself even without the proper inputs from source power or ground.
On the other side of the table. A too sensitive test bulb can light up even though the power or ground strenght from source is not strong enough to "pull" the relay.
It's called voltage drop. Voltage might be present but is only 8-9 volt due to deteriorated cables or connections.
So as for if the ground signal from TWICE is present but too weak to pull the relay but strong enough to light up the LED, then we get a false sense of security.
The bridgeing over 30 to 87 would confirm you have a solid power feed from battery to starter and something is going on with the power feed from gear selector or ground feed from TWICE and it won't pull the relay properly.
This is certainly more complex than I would like it to be but I really want to see the solution.
