New tires always have better traction than worn tires. Better tires in the rear, more traction in the rear, will always keep the car going straight ahead, especially when braking for some emergency. Better tires in the front, more traction at the front, can be quite tricky in low friction situations or in standing water and cause the car to swap ends, particularly under braking which often comes with emergency situatuions. This is true for FWD and RWD.
In the worst case scenario you get a blowout on the rear and the car becomes a three legged stool with two legs up front and one behind, you get on the brakes and you make it worse as the car wants the two legs at the rear and will swap ends. Blow out in the front and you'll have plenty of steering with one good wheel and one flat and two good rears to keep you pointed straight, especially if you brake.
