This might be true if the rears are really worn out, and the car is driven at the limit of adhesion with the road but not in most cases.
In low traction conditions on most FWD cars, the front washes out before the rear does. The built-in understeer usually trumps any lower traction in the back.
Not only that, but if you have two fairly worn down tires and 2 new tires and have to drive on the highway in the rain, which do you want steering your car? Not the thin ones--they are far more likely to hydroplane.
If you have to get up a hill in winter and only have 2 snow tires. Where do you want the ones with the deep tread? On the front where they will give you traction or on the back where they are just along for the ride?
