99 9-5 wagon 5-speed LPT Lack of Power?

Ok I have owned Saab's now for over 10 years myself and they have been in my family much longer. I have personally had turbo and non turbo versions of the OG 900 NG 900 OG 9000 and NG 9000. My car recently aquired by me, now has 125k on the clock. It's a one owner car have all maintence records etc, really clean car.. Anyway this car just has no balls... feels like no boost at all. With the windows down you can hear the turbo spool a bit, so I know it is doing something? I have heard that these cars are gutless, but this seems excessive. Now my dad drive's a 99 9-5 SE 4 cyl LPT and his car boots, has plenty of power has 141k on it, and my Girl Friend just got a 99 9-5 non SE LPT Automatic and that really boots too, it has 139k on it. Is there a big difference in power between the auto and 5-speed or is there something wrong with mine. Had no MIL on no codes, drives fine besides lack of power. My car does smoke on start up so I suspect turbo seals failing, but only has used a half quart in 2thousand miles. So I don't think that's that bad. Although I had a 9k with over 250k on it and it didn't burn a drop, but that's another story! Where should I start? Should I just go out and purchase one of those ECU upgrades? I will if I need to, because I love the car... But I just think there must be something wrong with it. Any idead of help appreciated!!!
