My 2000 had this recall performed in the Fall of 2000, IIRC. Apparently some of the early T7 ECU boxes were built using rubber isolators between the case and circuit board that could breakdown over time and chemically attack the circuit board. Or something like that.
I too have noticed a loss of power off the line with my lpt. This problem first becomming evident at around the 90K mark and is far worse during the summer months. Using premium fuel in the summer helps but the car is still not as quick as it once was, although there is plenty of power once it gets moving.
I suspect a partially plugged catalytic converter. I had to replace the converter on my kids' 1992 Beretta we bought used at around the 120K mark. With the 4-cylinder engine and automatic this car went from being a dog to a near rocketship after replacing the catalyst. The guys at the muffler shop who did the work said plugged converters are somewhat common after 100k miles; sometimes a gradually growing problem and sometimes a nearly instant plugging.
Nick at GenuineSaab now rents a pressure gauge rig for the purpose of checking converter back-pressure. I haven't checked this pressure yet on my car but I was thinking about it again this morning (actually thinking about buying a 3-inch downpipe!) on the drive to work.
