Your VIN starts with a Y since it is a 2000. In 2001 they abandoned the lettering system to define year and the 2001 model VIN start with a 1.
So your car is well within the included cars of bad head bolts, it is only the later models of the 2001 that needs to be checked since the last ones did have the better bolts torqued to spec.
So as I said, make sure the area is cleaned well with brake cleaner and look for where the oil originates after a drive trip.
It's good money to reseal the timing cover so that might be one reason why they want to sell that instead of just the head gasket or a retorque.
BUT! The shop might also have checked out the leak carefully as I would have done and see that it is not enough to just do the head gasket.
It's impossible to say without looking at it myself.
