The rear oxygen sensor will tell the fuel computer that cat efficiancy is down. That's the only reason for having the rear O2 sensor.
This can also happen if something else is wrong, like a lazy front O2 sensor. So the cat should not be replaced on a whim just because the code says so.
If you have a complete meltdown or a plugged up cat, the failure could be easier to spot.
Sometimes (many times actually), the cat is just on the border line but not bad enough to trigger a code but bad enough to fail the smog, usually on the new NO gas they have started to test in many States.
That really sucks when you have a customer car with no driveability problems whatsoever and no check engine light on and you have to convince them that they need more than $1000.00 worth of work just to pass smog.
