California is a large market indeed and the domestics do sell a lot of rental cars there, but that's not representative of the rest of the country, (although it is similar to East Coast buying habits). GM for sure and perhaps Ford have cut down severely on the number of fleet vehicles they sell. Rentals are definitely not the only reason that GM and Ford move metal. If you actually look at the numbers, most of their sales are to regular consumers. Remember that much of the country is different than California and the East Coast.
You're right about the bar codes as dead giveaways that the car is a rental where people don't seem to have an ounce of patriotism towards American products. I always joke that I'm going to stop watching American movies and only watch foreign ones in retaliation for Californians' anti-American tendencies. :-)
When I rent cars in California, I don't drive 45 because in Michigan, we drive 80 and I'm not lost because I can read maps. But then, isn't everybody driving 5 mph in California traffic most of the time anyway?
