Yes, I have a 99MY 9-5 SportWagon, and I tried to see if there was a kit to install the LATCH brackets beneath the rear seats. I think I remember a discussion here that the parts are mounted to a frame component.
I imagine it could be done, but not in a cost-effective manner. And you would be tampering with the structure of the vehicle.
I also have a 05MY 9-5 SportWagon, with LATCH. I have two front mounted car seats from my 32-month-old twin boys. I like using the new system, because it is more effective and easier to mount and dismount the seats.
We generally keep the seats in the newer wagon, which my wife drives.
We use the tether points, on the back of the seats, by placing the tether strap under the headrests (in the outboard positions), and pulling the top of the car seat in tight, from the cargo area. This keeps the tether from moving laterally.
When we had rear-facing infant seats (a different brand), I used the permanent base type, so that the bases stayed in the vehicle at all times.
I don't recall using tethers.
I am not sure where you heard about the concerns regarding rear-crash stability of car seats. There was something perhaps a year or so ago on in a consumer magazine. I haven't seen anything, and I work as a Vehicle Collision Reconstruction Engineer here in Canada.
