annoying premature tire wear on a wagon

I have a 99 9-5 SE wagon with about 130K. I cannot seem to get a set of tires to last more than 15,000 miles. I'm not autocrossing or beating the car too badly but uneven tire wear and severe cupping seems to be a consistent problem. I've switched from directional to non-directional tires and have always rotated every 5,000 miles. When i have the car re-aligned the techs discover a bit of toe out but camber and caster seem good. The car tracks well and i would say the insides and centers seem to wear before the outsides.
I've done the following: alignment every 6 months (when the snows go on or the summers go on)
new Bilstein shocks all around
new front wheel bearings both sides
new front and rear sway bar bushings
new ball joints front
my mechanic is ready to change the control arm bushings next, but he says they aren't really sloppy yet.
if anyone has any ideas i would love to hear them. i'm not as concerned about buying tires as i am about a possible safety situation that may arise from an issue in the suspension/steering that we haven't thought of.
