as others hve said your symptoms point to the ABS ECU, which you can repair yourself (remove it, ship it out to be repaired, and re-install) for around $250
you can of course drive the car without the ABS ECU. and in fact you can drive the car while the ABS ECU is out of the car being repaired.
The dealer indicates that you have a problem with the hydraulics ... unlikely but possible I suppose. so do be careful. but how was the car when you drive it into the dealer? was it stopping fine?
Ive not heard of any ABS haydraulics going bad on this board, but read of tons of issues with the ABS ECU.
my two cents: rescue your car from that dealer!
