I have a 1999 Saab 9-5 SE sedan and have much the same problems with my instrument panel: various gauge lights are permanently on. The speedometer is still working, although intermittently. A couple of garages I contacted thought it might be the instrument cluster panel itself. They are apparently wrong.
A licensed Saab garage said my problem is the ABS control module. The cost of a new ABS module is outrageous (something like $2,500). These guys (http://www.bba-reman.com) can do a rebuild of your existing ABS for $179 or, for $350, they will send you a rebuilt ABS first and then you send them your old one later. (Of course, you'll still need to have it installed). You have to provide them with the correct part number for your make and model. (This website notes that ABS control module failures are commonly failing on 1998 Saab 900, 98-02 9-3, 99-03 9-5 models, causing ABS light to go on.)
Now that my car's registration sticker is expired, garages won't pass my car because the "check engine" light is perpetually on. So, now I have to bite the bullet and get this fix done. I'll be ordering a part from the BBA site over the weekend.
