I don't think there was an HO turbo for 1999. That was available in the Aero which I believe started in 2000. I wouldn't recommend the engine flush either. They are prone to loosening chunks of stuff and the chunks circulate through the engine before they get caught in the filter. You could run a container of Techron concentrate in the next gas fill up maybe.
Sounds like a nice car. I got my 9-5 (2001 SE V6 Sedan) last year right before I turned 17 as well. We got a good deal from one of my father's work friends who did lots of driving so the car had lots of highway miles. I really enjoy driving it and they're cheap to insure too (relatively speaking). I think they're classified as "luxury" rather than "sport," but I still think they're pretty sporty. My mother loves it too because she knows I am safe. Good luck and I would highly recommend taking the valve cover off to check for sludge before it goes out on the road.
