Since a 9-5 should easily handle a Hyundai No-Accel, you might check the air intake side (air filter, etc.) to make sure it is not clogged as well as the exhaust side. The other suggestions here are good too. The turbo should handle the thin air with no problem. My 2000 9-3 was great at altitude when I drove it through the mountains in California, Nevada, Utah and Colorado last year. I did not notice a loss of power. I did notice that the K&N air filter allowed for a faster turbo spool up, which brought on the power sooner compared to the OEM filter. I find heat to be more of a problem than altitude for turbos. Turbocharging came into its own in piston engine aircraft around the World War II era since they compressed the air being fed to the engine, allowing it to produce lots of power even at high altitude.
